Solution:
All OPC communication is based on Microsoft ActiveX COM and DCOM and you must open your DCOM permissions to allow this. In addition to setting your DCOM permissions for your OPC programs, please ensure you do so for the application OPCEnum. If you are running any of your OPC servers/clients and services, you will by default be doing so using the systems account and this will not be able to choose 'Interactive user' for your identity. This is fine as multiple instances of a service cannot be launched. Please note you must stop and restart any OPC server/client for DCOM changes to take affect.
